Strange font similar to Mentor

Seems to have flared serifs but the letter shapes very VERY closely match Mentor. Serifs are not as thin and sharp as Mentor but they are more flared than Mentor Sans. Seems like a variation that lies somewhere in the middle. Font is on a memorial in a cemetery in North Wales, UK. Please HELP
