Any Clue on the Medieval Font

Description
Looking for the BASE font, it's clearly been alters as you can see the E looks like the typographer used a C and added the middle arm. Any clues? I found a fair few Lombardic fonts that are close but not exact. Thanks!

This one is about as close as I can find, you are looking for a Gaelic or Celtic font.

This one might be even closer. Be sure to check the glyphs map for alternate versions of the characters.
